The twin disasters of earthquake and tsunami struck a blow to the heart of Japan's energy infrastructure. Tokyo Electric Power Co.'s (TEPCO) nuclear power plants are in critical condition, and it is difficult to see how Japan will cover the shortfall in the supply of electricity.
